Problem: By default XP sets Quality of Service (QOS) Packet Scheduling to ON. What this does is it prioritizes the traffic over a network.
Solution: Applications can be designed to request up to 20% of the bandwidth of a network. This could possibly be a reason why the Licence Server was not contactable from the client, as that packet request may have at that very instance been given a lower priority, implying that it was un-contactable. This option needs to be switched off via a simple tick box in the network properties box. |
