Problem\Question:
The following message appears on the screen when attempting to open up the Shortcuts application

"LicenseManagement.dll is missing"

Solution:
This message may appear if Win 98 has short-file-named the license.dll files. (eg. LicenseManagement.dll may appear to the client as Licens~1.dll.

Go into the C:\Shortcuts directory and rename the short-file-named files back to:

LicenseLanguage.dll (Size of File 33KB
LicenseManagement.dll (Size of File 61KB)
LicenseServer.exe (Size of File 52KB)
